Brexit chaos holding back UK tech sector: London mayor

LONDON ( ) – London’s booming technology sector could be making even faster progress if the gridlock over Brexit wasn’t depriving thousands of start-ups and big tech companies of the certainty they need over policy, London mayor Sadiq Khan said on Monday.

Speaking on the op上海夜生活论坛ening day of London Tech Week, Europe’s biggest technology festival, Khan said Brexit had drained government resources and attention away from important debates, such as over the use artificial intelligence (AI).

“There’s no doubt that as a country we should be much further ahead than we are now – not only in terms of making sure we can make the most of what (AI) has to offer, but in terms of educating the public, encouraging public debate and preparing for the potential impact on our society,” he said.

Britain voted to leave the European Union nearly three years ago but there is little clarity on how or when it will happen.

Conservative Prime Minister Theresa May has failed to get her Brexit divorce agreement over the line, resulting in the end of her premiership, and Khan’s Labour party is also split, in particular over a second referendum.

Khan said there was a “huge amount of uncertainty” over Brexit, hitting investment in London and the rest of Britain.

“The best way to break the gridlock, is for the British public to have a say for the first time: ‘Do we accept the deal negotiated by the government’, with the option of remaining in the European Union,” he told in an interview. “I think it should happen sooner than later.”

He said the Labour party needed to be clearer about its policy, and back a public vote.

Despite Brexit uncertainty, Khan said London’s tech sector was flourishing.

“There’s a real energy and fizz here,” he said, adding London was home to more AI companies than Berlin and Paris combined.

Tech companies based in the city attracted a record 2.56 billion pounds ($3.26 billion) in venture capital in the first six months of 2019, more than twice as much as those in Berlin, the Mayor of London’s investment agency said on Monday.

Some of the largest investment deals in the first half of the year included 441 million pounds for e-commerce food delivery firm Deliveroo. Online payments business Checkout.com, meanwhile, raised 176 million pounds, the agency said.

The city also attracted more foreign direct investment projects from overseas tech companies than any other city in the past 12 months, London & Partners said, with 91 international technology companies investing a total of 864 million pounds.

U.S. tech giants such as Apple, Google and Facebook have announced major investments in London in recent years.

Khan has a long-running feud with Donald Trump that was re-ignited last week when the U.S. president arrived in London for a state visit, an invitation criticized by the mayor. Trump tweeted that Khan was a “stone cold loser”.

“I think it is up to Donald Trump to answer why he is obsessed with me,” Khan said.

“I speak almost on a daily basis with Americans who love our city, many of them are embarrassed by what their president is doing, but it’s for him to explain his behavior,” he said. “But I am clear, we are a pro-America city.”

European stocks clock best weekly showing in two months, French shares shine

( ) – European stocks posted their best weekly performance since early April on Friday, aided by strong gains in Paris, against a backdrop of hope among investors that central banks would support global growth with more accommodative policies.

The Bundesbank slashed its growth projections for Germany and euro zone money markets now price in a 60% chance of the European Central Bank cutting interest rates by 10 basis points by year-end, while U.S. job growth slowed sharply in May, feeding expectations of lower U.S. interest rates in 2019.

The pan-European STOXX 600 gained 0.9%, with Paris-traded stocks posting a 1.6% gain. Frankfurt-listed shares rose 0.8%, while their peers in London firmed 1%.

“Investors continue to pile into equities, with the jobs report and subsequent stock rally capping a very good week for equity markets,” Chris Beauchamp, chief market analyst at IG, wrote in a note.

While higher Brent crude futures fuelled energy shares’ 1.2% rise, Polskie Gornictwo Naftowe i Gazownictwo SA led the sector with a 3.5% gain. A unit of the Polish firm bought a stake in the Norwegian King Lear deposit from Total E&P Norge.

Financial services rose 0.8%, with the sector’s gains led by Exor, which added 1.6%. The Milan-listed firm is the top shareholder in Fiat Chrysler Automobiles, which pulled away from an offer to merge with Renault earlier this week.

Automakers and their suppliers gained 0.1%, as a 4.9% fall in German car parts maker Hella following a rating downgrade by brokerage BHF weighed.

Real estate stocks dipped 0.6%, making them the STOXX 600’s only losing sub-sector.

Deutsche Wohnen slid 8.5% after Morgan Stanley downgraded its rating on the German property group to “equal weight” from “overweight”.

The bank cited the risk of rising political involvement in the German residential market. The Berlin Senate proposed earlier this week to impose a five-year rent freeze from January 2020.

House reauthorizes Iran sanctions bill, sets Syria sanctions

WASHINGTON ( ) – U.S. lawmakers passed bills on Tuesday renewing sanctions on Iran for 10 years and imposing new sanctions on Syria, underscoring their determination to play a strong role in Middle East policy no matter who occupies the White House.

The House of Representatives voted 419 to one for a 10-year reauthorization of the Iran Sanctions Act, or ISA, a law first adopted in 1996 to punish investments in Iran’s energy industry and deter Iran’s pursuit of nuclear weapons.

The House also passed by voice vote a bill that would sanction the government of Syria, and supporters including Russia and Iran, for war crimes and crimes against humanity.

The Iran measure will expire at the end of 2016 if it is not renewed. It must still be passed by the Senate and signed by President Barack Obama in order to become law.

The Obama administration and other world powers reached an agreement last year in which Tehran agreed to curb its nuclear program in exchange for sanctions relief.

But lawmakers said they wanted the ISA to stay in effect to send a strong message that the United States will respond to provocations by Iran and give any U.S. president the ability to quickly reinstate sanctions if Tehran violated the nuclear agreement.

“Even after a hard-fought election here at home and power changing hands, American leadership on the global stage won’t falter,” said Representative Eliot Engel, the top Democrat on the House Foreign Affairs Committee, a bill sponsor.

Republican Representative Ed Royce, chairman of the Foreign Affairs Committee, the bill’s lead sponsor, called the ISA “a critical tool.”

“Its expiration would compound the damage done by the pre上海夜生活网sident’s dangerous nuclear deal and send a message that the United States will no longer oppose the destructive role of Iran in the Middle East,” said Royce.

The vote took place one week after Republican Donald Trump was elected U.S. president. Congressional Republicans unanimously opposed the nuclear deal, along with about two dozen Democrats, and Trump has also strongly criticized it.

Lawmakers from both parties said they hoped bipartisan support for a tough line against Iran would continue under the new president.

There was no immediate word from Senate leaders on when the ISA and the Syria measure might be taken up in that chamber.

Many Senate Democrats favor a “clean” renewal of the ISA, like the one that passed in the House. But other lawmakers have pushed to add new sanctions such as some specifically targeting Iran’s ballistic missile tests.

Tame U.S. inflation seen keeping Fed on the sidelines

WASHINGTON ( ) – U.S. consumer prices rose moderately in April and underlying inflation remained muted, supporting the Federal Reserve’s projection of no further interest rates increases this year.

The persistently benign inflation reported by the Labor Department on Friday could, however, ratchet up White House pressure on the U.S. central bank to cut rates. President Donald Trump has repeatedly criticized the Fed for tightening monetary policy, arguing that inflation was low.

Trump has claimed the economy could go “up like a rocket if we did some lowering of rates, like one point.” On Friday, Trump tweeted, “Great Consumer Price Index just out. Really good, very low inflation! We have a great chance to ‘really rock!’ Good numbers all around.”

The Fed last week kept interest rates unchanged and signaled little desire to adjust monetary policy anytime soon. Fed Chairman Jerome Powell said he believed the weak inflation readings “may wind up being transient.”

With rents and healthcare costs increasing solidly in April, economists agreed temporary factors were restraining inflation and expected a pickup, especially after the Trump administration on Friday raised tariffs on $200 billion worth of Chinese goods to 25% from 10%.

“If one were worried … then help may be on the way, in the form of higher tariffs being passed through to a store near you,” said Michael Feroli, an economist at J上海夜生活网PMorgan in New York. “In sum we believe the Fed will remain comfortable with their ‘on hold’ posture for the foreseeable future.”

The Consumer Price Index increased 0.3% last month, lifted by rising gasoline, rents and healthcare costs. The CPI gained 0.4% in March. It rose 2.0% in the 12 months through April after advancing 1.9% in March. Economists had forecast the CPI increasing 0.4% in April and rising 2.1% year-on-year.

Excluding the volatile food and energy components, the CPI edged up 0.1% as apparel prices dropped for a second straight month and the cost of used motor vehicles and trucks declined further. The so-called core CPI has now increased by the same margin for three straight months. In the 12 months through April, the core CPI increased 2.1% after gaining 2.0% in March.

The Fed, which has a 2% inflation target, tracks a different measure, the core personal consumption expenditures (PCE) price index, for monetary policy. The core PCE price index increased 1.6% on a year-on-year basis in March, the smallest rise in 14 months, after advancing 1.7% in February. The April PCE price index data will be published later this month.

Economists said rising healthcare costs, which were also evident in April’s producer price report that was published on Thursday, suggested the core PCE price index probably increased 1.7% year-on-year in April. They saw little chance of the Fed cutting interest rates this year.

NO “INSURANCE CUTS”

“We would fade any inference that the Fed may be nudged toward ‘insurance cuts’ due to weak inflation,” said Michael Hanson, head of global macro strategy at TD Securities in New York. “Rather, we would need to see a run of multiple months with core PCE inflation around 1.5% in order for the Fed to start that conversation.”

Inflation remains tame as increased worker productivity keeps labor costs contained, despite a tightening job market.

Gasoline prices rose 5.7% in April, accounting for more than two-thirds of the increase in the CPI last month, after surging 6.5% in March. Food prices fell for the first time in nearly two years, with food consumed at home dropping by the most since March 2016.

But consumers paid more for rent and healthcare. Owners’ equivalent rent of primary residence, which is what a homeowner would pay to rent or receive from renting a home, increased 0.3% last month after rising by the same margin in March.

Healthcare costs increased 0.3%, matching March’s gain. There were increases in the cost of prescription medication and doctor visits. But the cost of hospital services fell 0.5%.

Apparel prices declined 0.8% last month. They plunged 1.9% in March, which was the biggest drop since January 1949, after the government introduced a new method and data to calculate apparel prices.

Prices for used motor vehicles and trucks fell 1.3%, decreasing for a third straight month. The cost of new vehicles rose marginally. There were also declines in the cost of airline fares, alcoholic beverages and tobacco.

Prices for household furnishings fell for the first time in 10 months. The cost of these goods had been boosted by tariffs.

Economists said the latest round of duties on Chinese imports put an upward risk on inflation.

“The extent to which that will feed into consumer inflation will depend in part on how long the tariffs are in place,” said Sarah House, a senior economist at Wells Fargo Securities in Charlotte, North Carolina.

Goldman Sachs sets targets for Hispanic and black entry-level hires

( ) – Goldman Sachs Group Inc is setting targets for hiring minority groups for the first time as it ramps up efforts to diversify its workforce, according to a memo sent by top executives to employees on Monday.

The Wall Street bank, which last year said it wanted women to make up half of its entry-level workforce, now is aiming to ensure that 14 percent of new analysts and associates in the Americas are Hispanic or Latino and 11 percent of them black, according to the memo, which was seen by .

Hundreds rally at U.S. Supreme Court, calling state abortion bans as step backward

WASHINGTON ( ) – Abortion-rights campaigners, including Democrats seeking their party’s 2020 presidential nomination, rallied at the U.S. Supreme Court on Tuesday to protest new restrictions on abortion passed by Republican-dominated legislatures in eight states.

Many of the restrictions are intended to draw legal challenges, which religious conservatives hope will lead the nation’s top court to overturn the 1973 Roe v. Wade decision that established a woman’s right to terminate her pregnancy.

“We are not going to allow them to move our country backward,” U.S. Senator Amy Klobuchar, one of the two dozen Democrats running for president, told the crowd through a megaphone.

Another candidate, Senator Cory Booker, urged the crowd to “wake up more men to join this fight.”

The rally is one of scores scheduled for Tuesday around the country by the American Civil Liberties Union, NARAL Pro-Choice America, Planned Parenthood Action Fund and other abortion rights group. The protests are a response to laws passed recently by Republican state legislatures that amount to the tightest restrictions on abortion in the United States in decades.

Alabama passed an outright ban last week, including for pregnancies resulting from rape or incest, unless the woman’s life is in danger. Other states, including Ohio and Georgia, have banned abortions absent a medical emergency after six weeks of pregnancy or after the fetus’s heartbeat can be detected, which can occur before a woman even realizes she is pregnant.

Protesters outside the Supreme Court waved signs saying “We won’t be punished” and “Protect Safe, Legal Abortion” and were joined by Pete Buttigieg, the South Bend, Indiana, mayor who also is vying for the 2020 nomination.

“My entire campaign is about freedom,” he said in a brief interview.

U.S. President Donald Trump, a Republican who opposes abortion, has seized on the issue as one likely to fire up his core supporters, although he considers the Alabama ban上海夜网 too restrictive because it does not make exceptions for incest and rape.

Senator Kirsten Gillibrand, another Democratic 2020 candidate, blamed what she called “outrageous bans” on Trump.
