Senators seek to stop expansion of airport facial scans

WASHINGTON ( ) – Two U.S. senators on Thursday urged federal authorities to halt the planned expansion of a $1 billion airport facial scanning program, saying the technology used to identify travelers on some flights departing from nine U.S. airports for international destinations may not be not accurate enough and raises privacy concerns.

Congress has approved the use of the program for non-U.S. citizens, but never expressly authorized its use for Americans. In the letter, they raised objections to expanding the program beyond the nine airports where it is already in use.

Congress in 2016 authorized spending up to $1 billion over 10 years on the facial scans.

The U.S. Customs and Border Protection (CBP), on its website, says the program collects “facial images from all travelers from the United States” on a flight and uses the images to verify identities. It says the images are stored for no more than two weeks and says that “CBP is dedicated to protecting the privacy of all travelers.”

The government said Thursday that U.S. citizens may opt out of the facial screening and instead have a separate review of their ID documents.

A U.S. Customs and Border 上海夜网Protection spokeswoman said the government is working to establish the biometric exit program “in a way that’s most efficient and secure for the traveler and that is least disruptive for the travel industry.”

Airports using the system include Boston, Las Vegas, Miami, New York’s John F. Kennedy, Washington Dulles, both Houston airports, Chicago O’Hare and Atlanta.

The senators want DHS to provide data that the program will not unduly burden travelers. DHS said previously its goal is a 96 percent “true accept rate,” meaning the technology can positively identify 96 percent of the faces it scans.

DHS has said travelers who cannot be verified are escorted to another area where Customs and Border Patrol uses other methods to verify their identity.

The Georgetown Law report also noted that DHS has not established any rules governing the program.

“It’s as if DHS has hired a billion-dollar bouncer to check IDs but never checked how good he is at spotting a fake,” said Laura Moy, deputy director of the center and co-author of the report. “They also don’t know if he’s biased against certain groups of people.”

The senators said DHS also needed safeguards to ensure facial data is not shared with other U.S. agencies.

“We feel we don’t need that monster transformational transaction,” Luciano said at ADM’S Chicago headquarters. High valuations and M&A competition are also deterrents from large acquisitions, Luciano said.

“When credit becomes tighter, we might flex our balance sheet a little bit more, when there’s a little bit less competition,” he said.

Acquiring Bunge would be “a nice optimization,” Luciano said. “But I have a lot of the things that Bunge has,” so there is “not a lot of urgency to me.”

TRADE WAR

Luciano said he meets regularly with U.S. and Chinese officials, and believes the countries will resolve their trade war this year, though he worried about long-term tensions.

“I think the longer it lasts, the more it complicates our lives,” he said, explaining Canadian or Russian soymeal could become alternatives to the United States.

In an example of shifting trade flows, he said ADM had sold U.S. soybeans to Argentina after prices for U.S. beans plummeted when China virtually stopped buying them. Argentina, the world’s No. 3 soybean grower after Brazil, was the world’s top importer of U.S. soybeans last year.

China and U.S. among 76 WTO members pushing for new e-commerce rules

DAVOS, Switzerland ( ) – Impatient with a lack of World Trade Organization rules on the explosive growth of e-commerce, 76 members – including the United States, China, the European Union and Japan – agreed on Friday to start negotiating a new framework.

China, which is locked in a trade war with the United States, signaled conditional support for the initiative but said it should also take into account the needs of developing countries, in comments likely to rile Washington.

E-commerce, or online trade in goods and services, has become a huge component of the global economy. A WTO report put the total value of e-commerce in 2016 at $27.7 trillion, of which nearly $24 trillion was business-to-business transactions.

On the sidelines of the World Economic Forum in Davos, negotiators from the 76 countries and regions agreed on Friday to hammer out an agenda for negotiations they hope to kick off this year on setting new e-commerce rules.

“I’ve said for quite some time it was unacceptable that by 2018 … the WTO won’t have a deeper, more effective conversation about a phenomenon that is driving the global economy today,” said WTO Director-General Roberto Azevedo.

“China was not an original signatory but now they are. They have reaffirmed their intention to start negotiations on electronic commerce. I think this is a welcome development,” he told a briefing上海夜网 in Davos.

Japan’s trade minister Hiroshige Seko said his country hopes to use its presidency of this year’s Group of 20 meetings of major economies to help accelerate negotiations.

“The current WTO rules don’t match the needs of the 21st century. You can tell that from the fact there are no solid rules on e-commerce,” Seko told a separate briefing.

CHINA CRITICAL, INDIA ABSENT

China’s WTO Ambassador Zhang Xiangchen said the e-commerce declaration “could have been better drafted” but Beijing was still willing to co-sponsor it.

But Beijing’s call for “full respect (to be) accorded to the reasonable requests of developing members” could increase friction with Washington, which says the WTO must stop giving special treatment to countries such as China that call themselves “developing”.

Another Asian giant, India, did not join the initiative. It has previously said the WTO should finish off the stalled but development-oriented “Doha Round” of talks before moving into new areas.

“It would always be better if we had every WTO member in it,” Azevedo said. “But what is important also is that this group is open. It’s an open-ended group, so any member that wants to participate in this conversation can join any time.”

Trade experts say the global trade rulebook is rapidly becoming outdated and needs to keep up or become obsolete. A recent study found that 70 regional trade agreements already include provisions or chapters on e-commerce.

The WTO’s 164 members failed to consolidate some 25 separate e-commerce proposals at a conference at Buenos Aires in December, including a call to set up a central e-commerce negotiating forum.

E-commerce, which developed largely after the WTO’s creation in 1995, was not part of the Doha round of talks that began in 2001 and eventually collapsed more than a decade later.

U.S. President Donald Trump’s administration says the WTO is dysfunctional, as it has failed to hold China to account for not opening up its economy as envisaged when Beijing joined in 2001.

To force reform at the WTO, Trump’s team has refused to allow new appointments to the Appellate Body, the world’s top trade court, a process which requires consensus among member states. As a result, the court is running out of judges, and will be unable to issue binding rulings in disputes.

The Fed made no change to the $50 billion maximum monthly runoff of Treasury bonds and mortgage-backed securities from its balance sheet. Some traders have urged it to slow or halt its pullback from the bond markets, at least for now.

In a separate statement, the Fed said it had decided to continue managing policy with a system of “ample” reserves, reinforcing the notion that the rundown may end sooner than expected. “Overall, this signals the Fed will not be on autopilot going forward,” said Justin Lederer, Treasury analyst at Cantor Fitzgerald in New York.

The downgrade in the Fed’s language around rate increases included a change in its description of economic growth from “strong” to “solid,” and it noted that market-based measures of inflation compensation have “moved lower in recent months.”
